In the Internet world, almost everything is for sale including backlinks. Other times they are traded in a barter-like system. Where two same-niche websites rank differently, the owner of the one that ranks lower can pay to have the links to his website put on the better-ranking site. This is to compensate the owner of the better-ranking one because his linking to the lower ranking site will cause his own to drop in popularity. If the websites are roughly same-ranking, then a mutual exchange of links is done to benefit both. It is in another SEO trick known as reciprocal backlinking.
